Open Call for a Socially Engaged Commission with Dublin City Gallery The Hugh Lane and Create, the national development agency for collaborative arts in Ireland, as part of the Collaborative Arts Partnership Programme funded by Creative Europe. This is an opportunity for a collaborative artist(s) to research and deliver a major new commission for Spring 2018.

About Dublin City Gallery The Hugh Lane

Building on Hugh Lane’s founding vision in 1908, Dublin City Gallery The Hugh Lane is committed to creating a space where all the people of Dublin and its visitors can engage with its renowned collection of modern and contemporary Irish and international art and temporary exhibitions programme. During 2017 the overarching theme for the Hugh Lane’s public programmes is the Artist as Witness: Migrations.

Regarded as one of the earliest galleries of modern art in the world, the Gallery houses the foremost collection of modern Irish art in the country. It is home to the renowned Francis Bacon studio and Harry Clarke stained glass masterpieces The Eve of St Agnes and Mr Gilhooley. The Hugh Lane Bequest paintings include Les Parapluies by Renoir, Eva Gonzales by Edouard Manet and Summer’s Day by Berthe Morisot.

The Hugh Lane is a vibrant and active cultural agent whose programmes of exhibitions, education and publications have helped to embed the Gallery in Dublin’s consciousness. The Gallery has a dedicated education space where art workshops for all ages take place. The Gallery’s programmes to date have connected with Dublin and her visitors through innovative and enjoyable programmes of education and participation and inclusive engagement through thoughtful and courageous projects and programmes. Through this exciting CAPP commission we hope to deepen this relationship even further with our local communities.

About Create, the national development agency for collaborative arts

Create’s mission is to provide advice and support services to artists and arts organisations working collaboratively in social and community contexts. Create supports artists across all artforms in making exceptional art with communities, be they communites of place or communities brought together by interest. Create supports artists in an open-ended approach to the artistic process and art making as co-creators with different partners and audiences. Create encourages ways of making art that take place primarily outside of the traditional gallery or theatre space. Recent commissions include In the Shadow of the State (2015/16) by artists Jesse Jones and Sarah Browne a co-commission with Artangel and one of the Arts Council’s 2016 projects and Tolka Nights (2015) with a six member interdisciplinary artist team led by artist Matt Green and delivered across Fingal, Meath and Dublin County Councils, managed by Create. In 2014 Create was awarded a major Creative Europe grant as lead partner for the Collaborative Arts Partnership Programme.

About the Collaborative Arts Partnership Programme:

The Collaborative Arts Partnership Programme (CAPP) is an ambitious transnational cultural programme focusing on the dynamic area of collaborative arts. The overall goal of CAPP is to improve and open up opportunities for artists who are working collaboratively across Europe, by enhancing mobility and exchange whilst at the same time engaging new publics and audiences for collaborative practices. The different strands of the CAPP programme consist of national and international professional development opportunities, artist residencies, commissioned works, public presentations and debates, and a major showcase to be held in 2018. Throughout the partner communities CAPP will provide creative spaces with the potential to bring out new conversations, meaningful relationships and transformative forms of collaborative engagement. This innovative four year programme seeks to develop new audiences by extending participation in the arts across Europe.

North Inner City Area

The Hugh Lane is located centrally within the newly developing Parnell Square Cultural Quarter in Dublin. This historically significant area around Parnell Square, reflected architecturally in remnants of the Georgian city, is today a confluence of very long established working class communities and growing new communities population. Architecturally this area is defined by large swathes of social housing in the form of Georgian tenement buildings and this tradition has continued into the present with large areas of social housing in the form of flat complexes as well as significant recent contemporary developments reflected in plans for the future direction of the area as a new cultural quarter. New student accommodation is currently being constructed close by adding another demographic while the new Luas transport system will also enhance the area.

The North Inner City also has a long history of activism, self-organisation and community development represented by such organisations as the North Inner City Renewal Group and the SAOL project. Similarly there has always been a strong alignment between arts and cultural practices and a history of activism locally. In the contemporary cityscape, with the Hugh Lane Gallery, the area is home to other significant arts organisations such as the Fire Station Artist’s Studios, Dance Ireland, Dublin City Council Arts Office and LAB Gallery and Oonagh Young Gallery. Each of these organisations has supported dynamic projects, exhibitions and public practice events over the years. Many artists and independent arts collectives have made work engaging in the social and cultural history of this part of the city.
