Special Group on Public Service Numbers and Expenditure Programmes that compiled these reports consisted of:

Colm McCarthy - Graduate University College Dublin, University of Essex (1970). Worked Central Bank of Ireland, Economic and Social Research Institute, DKM Economic Consultants, lecturing at UCD since 2005.

Donal McNally - Second Secretary General in the Department of Finance Maurice O’Connell - served as Governor of the Central Bank from 1994 to 2002. Prior to this appointment he served for 32 years in the Department of Finance, reaching the position of Second Secretary General in the Department’s Finance Division. During this time O'Connell held Ireland's position on the EU monetary committee between 1988 and 1994. He also held the position of director at the European Investment Bank.

Mary Walsh - currently is a member of the Commission on Taxation. She was a partner in Price Waterhouse Coopers and was a member of the Barrington Group on Local Government Reorganisation and Reform.

William Slattery - Currently managing Director of State Street Ireland, a financial services company. Between 1996 and 2001, Mr. Slattery held several senior compliance and risk management positions in the asset management divisions of Deutsche Bank in London and Deutsche Morgan Grenfell in Ireland. He was managing director and head of risk management from 1999 to 2001. Prior to 1996, Mr. Slattery worked for the Central Bank of Ireland for more than 20 years, supervising Dublin’s International Financial Services Centre from its establishment in 1987 until 1995. Before leaving the Central Bank, Mr. Slattery was deputy head of banking supervision with responsibility for the management of all Irish banks and building societies.

Pat McLaughlin - a freelance health sector business consultant with a range of business interests in the sector. Until early 2006 Mr McLaughlin served as the deputy Chief Executive of the Health Service Executive and National Director (Hospitals). Mr McLaughlin is currently CEO of IPSO (Irish Payment Services Organisation)
